Legal/Judicial Experience: Current District Court
Judge; Private Practice Attorney, 1993-1999; Pierce County Deputy
Prosecutor, 1999-2018.
Other Professional Experience: U.S. Army Enlisted; Infantry
Officer; Judge Advocate Officer in Japan, Korea, Desert Storm, Iraq,
Afghanistan, and Fort Lewis/JBLM. Received Bronze Star for service.
Retired Colonel, Army Reserve.
Education: Master of Law, University of Washington; JD, NIU; BS,
BYU; MS, Army War College; Defense Language Institute, Certificate.
Community Service: Lloyd currently serves on the board of the BSA
Pacific Harbors Council and has been active in Paint Tacoma and Parks
Appreciation activities for many years. He serves in a local church
leadership position.
Statement: I’m grateful for the opportunity to serve as your
District Court Judge. My most important responsibilities are to ensure
the public safety of our community and to guarantee fairness to all who
appear before the court. I will be respectful to all, and I will work
every day to ensure that the District Court works for the people.
A judge must demonstrate a balanced approach and perspective to see
issues from all sides. I have the unique experience of having been both
a defense counsel and a prosecutor. As a private attorney, I handled
civil and criminal cases, including cases assigned from the Department
of Assigned Counsel. I went on to join the Pierce County Prosecutor’s
Office; handling family support, juvenile offender, and adult criminal
cases.
In the U.S. Army, I served as Soldier’s Legal Counsel, advocating for
disabled Soldiers in over 2,000 cases. Pierce County has a large veteran
and active duty community, and their specialized needs should be
addressed in our court processes. I will work to strengthen our Veterans
Court.
