Current Occupation/Employer: Self-employed Attorney.

Education: Shadle Park High School 1968; Washington State University 1972; Texas Tech School of Law.

Legal/Judicial Experience: Harvey has practiced law for over 20 years and was a Pro Tem Judge for seven years before becoming a full-time District Court Judge in 2005. He has practiced law in Texas, Arizona and Washington, passing the bar exam in those three states on his first attempt.

Family: Harvey is married to Carla.

Significant Career Experience: Harvey served a total of 24 years in the Army and Army Reserves. He is a member of the American Legion, National Rifle Association, and Kiwanis.

Candidate Statement: I am running for Appeals Court Judge in order to serve the citizens of Eastern Washington, where I have spent the majority of my life. My commitment is to the people. I believe a judge should be fair and impartial, and I am. As a judge, I was a good listener and gave all parties a chance to be heard before making a decision. I have the judicial experience and background to serve in this position. I believe a person is innocent until proven guilty and there should be justice for all. As a former District Court Judge, I saw up to 100 people every day in court. It was always my goal to maintain the integrity of the court. This I did in serving as District Court Judge and Pro-Tem Judge for a combined 9 years. Prior to my time as a judge, I had nearly 20 years experience practicing law in three states. I am proud of my reputation for fairness and impartiality. Please honor me with your vote.
